TCS Wins ₹122.6 Crore Contract to Build AI-Enabled OSWAS 3.0 for Odisha Government 

OSWAS currently supports 4,600+ government offices and nearly 50,000 users across Odisha.

TCS Wins ₹122.6 Crore Contract to Build AI-Enabled OSWAS 3.0 for Odisha Government 

Tata Consultancy Services (TCS) has won a ₹122.6 crore contract from the Odisha government to implement the next phase of the Odisha State Workflow Automation System, or OSWAS 3.0, as the state looks to expand its digital governance infrastructure.

Powered by TCS’ DigiBOLT platform, OSWAS 3.0 will combine workflow automation, system integration, analytics, security and AI-enabled capabilities on a common digital foundation. TCS said the engagement will extend its partnership with the Odisha government by around six years. The Odisha government, however, has separately described the ₹122.6 crore development and maintenance engagement as a five-year programme, making the exact contract duration unclear from the available announcements.

OSWAS has been used by the Odisha government since 2009 to digitise file processing and official correspondence. The system replaced paper-based filing and manual follow-ups with digital file movement, electronic approvals, workflow tracking and access to records. It currently supports more than 4,600 government offices and nearly 50,000 users across the state.

The system was upgraded to OSWAS 2.0 in 2018, bringing technology and infrastructure upgrades and expanding its deployment across directorates, districts and other government organisations. The next version is intended to take the platform towards a more connected and scalable digital administration system.

OSWAS 3.0 will be built on a microservices-based architecture and will introduce AI-enabled capabilities, enhanced security, greater interoperability and a mobile-first design. The platform will also support the Odia language and integrate with other government applications, allowing officials to access and process workflows more easily across government systems.

The upgrade also comes as Odisha seeks to take digital workflow systems deeper into its administrative structure. In its 2026-27 Budget, the state government proposed expanding OSWAS to Block and Tahasil levels through a mission-mode rollout, with the stated objective of making administration more paperless, accountable and transparent.

Vishal Kumar Dev, IAS, Additional Chief Secretary to the Odisha government’s Electronics & IT Department and Chairman of the Odisha Computer Application Centre (OCAC), described OSWAS as the digital backbone of the state’s administration. He said the next version would use microservices, artificial intelligence, enhanced security, interoperability and web accessibility to reduce friction in routine administrative tasks and support faster decision-making.

The new platform is being positioned as more than a technology upgrade. Its expanded architecture is intended to connect workflows and government applications while giving officials greater visibility into files and processes. The mobile-first design is also expected to allow officials to work with the system beyond traditional desktop-based government environments.

TCS has been involved with OSWAS since its introduction in 2009. The latest contract therefore extends a technology partnership that has continued through multiple versions of the state’s digital workflow system.

Sushil Jain, Head of Public Services India at TCS, said OSWAS 3.0 would build on Odisha’s existing digital foundation with a more secure, scalable and mobile-first platform aimed at improving the speed and visibility of government operations while strengthening accountability.

The project also follows earlier efforts to modernise OSWAS infrastructure. In 2025, the Odisha Computer Application Centre initiated procurement related to web-enabling OSWAS 2.0, including infrastructure, security and application enhancements needed to move towards a more accessible platform.
